Hello ISFAC members-
Farewell to our ND ISFAC Marines-- Capt Weidell is off of Active Duty, and SSgt Sanchez and Capt Eric Kaltrider will be PCSing shortly. Their ISFAC replacement is SSgt Maria Madigan of the MP Detachment, HQBN, 4th Mar Div in Wahpeton.
Ohio Governor Ted Strickland presented the Silver Star Medal, the nation's third highest medal for Valor, to an Ohio National Guard Soldier during a Feb. 6, 2010. Sergeant First Class Mark A. Wanner, a Special Forces medical sergeant with Company B, 2nd Battalion, 19th Special Forces Group (Airborne), will receive the medal for his actions May 31, 2009, during an engagement with Taliban forces in Eastern Afghanistan. Wanner is from and lives in North Dakota and will be the first Ohio National Guard member to receive the medal since the Korean War. He is credited with saving the life of a fellow Green Beret during a joint raid on a Taliban compound. After noticing his teammate was wounded and lying near an enemy position, Wanner crossed open terrain to move him to safety. When his teammate collapsed due to the severity of his wounds, Wanner remained in an exposed position to render lifesaving medical aid while using his own body to shield his wounded comrade as small arms fire impacted all around him. He continued to work on his teammate while coordinating suppressing fire until he could carry his fellow Soldier to safety.
Throughout the eight years of the Global War on Terrorism, only 23 National Guard members have been awarded the Silver Star Medal. Five were awarded posthumously. NDARNG's CSM Kevin Remington of the 957 is one of the 23 National Guard service members to have received this award.
Any new events or changes to events on this list, I will highlight in RED so you can skim through this listing without having to look at everything on a weekly basis. I encourage every member of ISFAC to become more engaged in sharing events and activities. Please send me (shellemichaels@msn.com) your copy and paste ready ONLY (see event listing for format) information by Friday of each week and I will send this out over the course of the weekend.
Have a safe week—stay warm!

AARP FOUNDATION ACCEPTING WOMEN'S SCHOLARSHIP APPLICATIONS
North Dakota Moderate and Lower Income 40+ Women Are Eligible
BISMARCK, N.D. – Women in North Dakota 40 and older may be eligible to receive scholarships from the AARP Foundation. The scholarships will be awarded to those who are seeking new job skills, training and educational opportunities to support themselves and their families.
Up to 100 scholarships ranging from $500 to $5,000 will be awarded, depending on financial need and the cost of the education or training program.
"The AARP Foundation is committed to elevating opportunities for women," said AARP North Dakota State Director Janis Cheney. "Since its beginning, the program has provided valuable resources that have enabled deserving women to have access to the educational tools to advance their professional goals."
Scholarships are available to eligible individuals with moderate to lower incomes and limited financial resources. To be eligible for the scholarships, applicants must:
· Be female age 40 or older (as of March 31, 2010);
· Be a U.S. citizen
· Be able to demonstrate financial need; and
· Be enrolled in an accredited school or technical training program within six months of the scholarship award date.
Priority is given to women in three categories: those raising the children of another family member; those in low-paying jobs with no career opportunities and who are missing either a retirement benefit and/or health insurance; and those who have been out of the workforce for more than five years.
Scholarships may be used for any course of study at a public or private secondary school, including community colleges, technical schools, and four-year universities. Funds are payable to the institution and may be used to pay for tuition, fees, and books.
Interested applicants can submit their application online at www.aarp.org/womensscholarship. The application deadline is March 31. Scholarships will be awarded in early summer 2010.
Scholarship winners will be chosen by an independent selection committee established by the AARP Foundation. They will be chosen on the basis of financial need, personal circumstances and achievements, educational goals, and the likely impact of the scholarship on their lives and their families and communities.
While many individuals benefit from the work of the AARP Foundation, research shows that women are disproportionately at risk of having insufficient funds in the second half of their lives due to lower earning and different work patterns. The AARP Foundation created the Women's Scholarship Program in August 2007 to help women 40+ overcome financial and employment barriers by allowing them to participate in education and training opportunities they could otherwise not afford. In 2009, 108 women from all across the country were awarded more than $345,000 in educational scholarships. The scholarship program is made possible by the AARP Foundation with generous support from Wal-Mart Foundation and the AARP Foundation Women's Leadership Circle cabinet.
AARP Foundation: The AARP Foundation is AARP's affiliated charity. Foundation programs provide security protection and empowerment for older persons in need. Low-income older workers receive the job training and placement they need to re-join the workforce. Free tax preparation is provided for low- and moderate-income individuals, with special attention to those 60 and older. The Foundation's litigation staff protects the legal rights of older Americans in critical health, long-term care, consumer and employment situations. Additional programs provide information, education and services to ensure that people over 50 lead lives of independence, dignity and purpose. Foundation programs are funded by grants, tax-deductible contributions and AARP. For more information about the AARP Foundation, please log on to www.aarp.org/foundation.

AIR FORCE LAUNCHES FAMILY FITNESS WEB SITE; OPEN TO RETIREES
By Maj. Belinda Petersen
Air Force Services Agency Public Affairs
RANDOLPH AIR FORCE BASE, Texas (2/1/10) -- In conjunction with the start of the FitFamily initiative, Air Force Services Agency officials will launch a family fitness Web site Jan. 30 as part of the Year of the Air Force Family.
FitFamily is a goal-incentive program and is open to all active duty, Reserve and Guard members, Department of Defense and civilian families, retired military members, honorably discharged veterans with 100 percent service-connected disability, and former or surviving military spouses and their family members.
To enroll in the program, families can log on to http://www.USAFFitFamily.com and click on "Register My Family." The system will send a password to each family member's e-mail.
"FitFamily is an important component of the overall Air Force fitness and health initiative and a visible part of YOAFF," said David Brittain, FitFamily program manager at the Pentagon. "The child and youth programs and the adult fitness centers will work closely together to promote the program. They will partner together and schedule activities throughout the year and incorporate FitFamily activities into already existing YOAFF events."
The FitFamily Web site provides resources, ideas and goal setting tools to help Air Force families be active, make healthy nutrition choices and have fun in an effort to promote overall wellness.
"The FitFamily program is more than just logging points, monitoring progress and earning incentives. It's about families spending quality time together and setting goals with each other," said Chief Master Sgt. of the Air Force James Roy, the Air Force's top enlisted Airman. "Developing and caring for Airmen and their families is a top priority. We must continue taking time to care for and honor our commitment to our families."
One benefit to the FitFamily Web site is that deployed members can still participate with their family by working on their goals at the deployed location. "FitFamily can boost the morale of deployed Airmen by keeping them involved and working towards a common goal with their family," Mr. Brittain said.
"The site will have healthy recipes submitted by Air Force families as well as other resources. The goal of the FitFamily program is for families to begin thinking about family wellness, and ultimately incorporate healthy habits and lifestyles in all aspects of their lives," Mr. Brittain said.
FitFamily goal achievement levels
The maximum number of points each family can log per day is 4,000 points. During bonus months (March, May and July), families can earn up to 8,000 points per day. Activities are based on a 60-minute activity guideline as recommended by the President's Council on Physical Fitness and Sports.
1st level Togetherness 250,000 family points
2nd level Commitment 500,000 family points
3rd level Determination 750,000 family points
4th level Perseverance 1,000,000 family points
5th level Wellness 2,000,000 family points
FitFamily incentives at each level
1st level certificate
2nd level certificate + family highlighted on FitFamily Web site
3rd level certificate + signed letter from Air Force Services director or wing commander
4th level certificate + family article posted on FitFamily Web site
5th level certificate + signed letter from Chief Master Sergeant of the Air Force
During YOAFF, FitFamily will encourage the ABCs of wellness:
A – Activities - plan activities that include all family members B – Build - build healthy habits that will last a lifetime C – Count - count progress; small steps each day make a huge difference D – Day - schedule day trips, game nights and fun time to develop togetherness E – Encourage - encourage healthy eating and cooking as a family F – Fun - have fun as a family while creating healthy habits
Secretary of the Air Force Michael Donley and Air Force Chief of Staff Gen. Norton Schwartz designated July 2009 to July 2010 as the Year of the Air Force Family, a year-long focus on Air Force programs highlighting the importance of, and commitment to, the entire Air Force family.
'The Air Force is a great place to live, work and play,'" said Mr. Mike Bensen, deputy to the commander of Air Force Services Agency. "Our focus is to make it even better for our Air Force family."

AMERICA'S WOUNDED WARRIORS MARCH ON WASHINGTON, DC
The Military Order of the Purple Heart is stepping up to the call from Congress for input on how best to resolve the issues most important to the nation's veterans. America's wounded warriors from across the country will converge on Washington, D.C. during 8-12 February, 2010 to meet with their state's Senators and Representatives to educate them on these important issues.
Coming by twos and threes from almost every State and Territory, Capitol Hill will be awash in a sea of color as some 100 members of the Military Order of the Purple Heart travel the halls of Congress, their distinctive blue blazers adorned with America's oldest military decoration, the Purple Heart Medal, established by General George Washington in 1782 in Newburgh, New York. This medal symbolizes the dedicated and selfless service and sacrifice made by military servicemen and women who were wounded in combat against the enemies of the United States of America.
This annual "March on the Hill" by MOPH produces real results for the Department of Veteran Affairs and the Veterans it serves. In 2009, in reaction to a major campaign by all the VSO's, Congress passed legislation that allows advance funding to ensure that the VA will be able to provide all the health care, hire new medical personnel, and fully operate the clinics and hospitals needed for our Veterans.
According to Hershel Gober, National Legislative Director for the Military Order of the Purple Heart (MOPH), "It is important that Members of Congress hear directly from their own MOPH constituents about issues of importance to Veterans in their respective states and nationally."
This year, MOPH National Commander Jim Sims has asked the Order's Members to address five top priority issues with their Representatives in the Congress.
1) Department of Veterans Affairs (DVA) claims system.
2) Concurrent receipt of military retired pay and VA disability compensation.
3) Traumatic brain injury/post traumatic stress disorder (TBI/PTSD).
4) Elimination of the survivor benefit program (SBP) and the dependent indemnity compensation (DIC) offset.
5) Purple Heart forever stamp.
In addition to personal meetings on Capitol Hill, MOPH Members not able to travel to Washington, DC will call or write their Representatives in their District offices to press their case for Veterans' issues.
The organization now known as the "Military Order of the Purple Heart of the U.S.A. Inc.," (MOPH) was formed in 1932 for the protection and mutual interest of all who have received the decoration. Chartered by the Congress, The MOPH is unique among Veteran Service Organizations in that all its members were wounded in combat. For this sacrifice, they were awarded the Purple Heart Medal. With grants from the MOPH Service Foundation, the MOPH and its Ladies Auxiliary promote Patriotism, Fraternalism, and the Preservation of America's military history. Most importantly, they provide comfort and assistance to all Veterans and their families, especially those requiring claims assistance with the VA, those who are homeless, and those requiring employment assistance. Through the VAVS program, MOPH volunteers provide assistance to hospitalized veterans at VA sites and State Veterans Homes.
VA Spreads Word About Student-Produced Film.
A film "produced by students" at the University of Alabama (UA) "about the challenges faced by returning military veterans is being recognized by the Department of Veterans Affairs. According to a UA news release, students in the university's Documenting Justice filmmaking class produced the documentary film, 'Searching for Normal,'" which "features narrative comments from Dick Powers, an Iraq veteran and one of the UA students who produced the film." The News said VA "posted a link to the film on its Facebook page in late January, after Brandon Friedman, director of new media for the VA, met Powers at a conference" in Washington, DC.
One of the filmmakers, an Iraq Veteran, looks to make sense of his experiences both in combat and returning home. Looking for answers, he talks with four veterans who discuss life after their tours in Iraq. A documentary film by Elizabeth Jones and Dick Powers, produced in Spring 2008 through Documenting Justice at The University of Alabama. - www.youtube.com/watch?v=0vQTIIQTm1o
Four Veterans Honored With US Postage Stamps
From admiral to mess attendant, four sailors who distinguished themselves are being honored with new U.S. postage stamps.
Ceremonies to dedicate the new 44-cent stamps were set for Thursday at the U.S. Navy Memorial. The stamps are going on sale nationwide.
The new stamps feature:
-Arleigh A. Burke, a top destroyer squadron commander in World War II, who later served three terms as chief of naval operations, the Navy's highest ranking officer.
-John McCloy, one of the few men in the nation's history to earn two Medals of Honor - one for a rescue mission during the Boxer Rebellion in which he was wounded and the second during the 1914 Mexican Revolt for intentionally exposing his boat to draw enemy fire to identify their positions. In 1919, he was awarded the Navy Cross as commander of USS Curlew, which engaged in sweeping mines in the North Sea after World War I.
-Petty Officer Doris Miller, cited as the first black American hero of World War II. At Pearl Harbor on Dec. 7, 1941, he was a mess attendant on the battleship USS West Virginia. Miller helped rescue scores of shipmates wounded or trapped in wreckage, later helping move the ship's mortally wounded captain. Never trained in its operation, he manned an unattended 50-caliber machine gun to fire on Japanese aircraft until ordered to abandon the bridge as fires raged out of control. He was awarded the Navy Cross and was killed in action in 1943.
-William S. Sims, commander of U.S. naval forces in Europe during World War I, who was an outspoken reformer and innovator who helped shape the Navy into a modern fighting force.
What is the VoiceBook Project?
The project is designed for children with an absent or soon to be absent parent or grandparent. The absence or upcoming absence of a parent or grandparent could be for a variety of reasons: military/veterans, incarceration, job related travel, or just not living in the same physical location as the child. A parent or grandparent picks a children's book from the donated collection and is recorded reading it. After the recording takes place, the book and recording will be given to the child as a way for him/her to hear Mom, Dad, Grandma, or Grandpa reading a bedtime story or anytime story. The VoiceBook Project allows for a meaningful connection to be maintained between these adults and children regardless of distance. If you or someone you know would be interested in this program contact your local RSVP+ office or call Dauline Menze at

N.D. Governor, N.D. National Guard commander conclude visits to Kosovo
CAMP BONDSTEEL, Kosovo - North Dakota Governor, the Honorable John Hoeven,
and Maj. Gen. David Sprynczynatyk, adjutant general of the North Dakota National Guard, today wrapped up their visit to Kosovo, where state Soldiers are deployed on NATO peacekeeping missions at this base and in Pristina/Prishtina.
The Governor and Sprynczynatyk made the trip to show their support and thanks for their work and the sacrifices made by all North Dakota Soldiers in the Balkans region and around the world.
The bulk of the Peace Garden State Soldiers arrived in Kosovo in late October as part of a yearlong deployment with KFOR-12 (Kosovo Forces). North Dakota also has Soldiers in Sarajevo, Bosnia and Herzegovina and Heidelberg, Germany.
"In my short time on the ground here, interacting with our State's Soldiers I've seen firsthand the outstanding difference they are making on the streets in Kosovo and how much they are appreciated by the people who live here," Hoeven said. "This mission is a challenging one but it is also a very important and rewarding mission. They truly are tremendous people,
Citizen-Soldiers, and we appreciate all of their efforts."
On their first day on the ground together in Kosovo, Hoeven and Sprynczynatyk ate breakfast with North Dakota Soldiers, including Brig. Gen. Al Dohrmann, Bismarck, N.D., commander of the U.S.-led Multi-National Battle Group-East at Camp Bondsteel.
From there, they were flown by UH-60 Blackhawk helicopter to Pristina/Prishtina, Kosovo for a whirl-wind tour of the KFOR headquarters and the 50 North Dakota Soldiers who work under the headquarters command. Following high-level meetings with the commander of KFOR, German Lt. Gen. Markus Bentler, and U.S. Ambassador in Kosovo Christopher Dell, it was back
to Camp Bondsteel for a formal dinner with MNBG-E leaders and the Adjutant General of the Virgin Islands, Brig. Gen. Renaldo Rivera, who also was visiting the area.
At the gathering, all the dignitaries were treated to some home cooking - North Dakota style - in the form of Knoephla soup. North Dakota Staff Sergeant Vanessa A. Imdieke, Linton, N.D., taught local national cooks in the Camp Bondsteel chow hall to make the soup.
"It was a huge hit," said Capt. Mike L. Lowe, Bismarck, N.D., a supply and services officer for MNBG-E. "It's a great example of how North Dakota is leaving its mark in Kosovo."
The Governor and Sprynczynatyk spent Friday with MNBG-E's Liaison and Monitoring Teams (LMT), on missions in the cities of Kllokot/Klokot, Vitina/Viti, Letnica, Binac and Ferizaj/Urosevac. LMTs have an important mission in Kosovo, serving as the face of the battle group to citizens. LMTs interact with citizens and leaders to get a sense of issues that communities are facing and find ways to facilitate solutions.
The LMT Soldiers in MNBG-E come primarily from the 957th Multi-role Bridge
Company, based in Bismarck.
"The greatest feeling I've had while here is one of pride in what they are doing for the people in this region. Sprynczynatyk said. "It is safe and secure here, but, at the same time, it is absolutely essential that our Soldiers are here. The people of North Dakota definitely should be proud of
the performance of their National Guard Soldiers."
Other North Dakota units deployed in Kosovo include the 231st Maneuver Task Force, comprising Soldiers of the 231st Brigade Support Battalion, Valley City, N.D.; the 116th Public Affairs Detachment, Bismarck; and the 141st Maneuver Enhancement Brigade, which serves as the headquarters unit for all 2,200 MNBG-E Soldiers in Kosovo.
The North Dakota contingent of Soldiers in MNBG-E is joined by Soldiers from nearly 40 other states and territories. MNBG-E also is represented by NATO peacekeeping Soldiers from Greece, Poland, Ukraine and Romania.
During the final day of their visit, the Governor and Sprynczynatyk received an aerial tour of the MNBG-E sector of responsibility in Kosovo via Blackhawk helicopter. The Governor and Sprynczynatyk were joined in Kosovo by Lt. Col. Kendall Bergmann, senior Army adviser, 1st Army; and Chief Warrant Officer 4 Theresia Hersch, aide de camp for the North Dakota adjutant general.
For Hoeven, who also serves as commander in chief of the North Dakota National Guard, this was his first visit to Kosovo. He previously visited North Dakota troops in Iraq and Afghanistan in June 2006. "It was an honor and a privilege for me to be here," Hoeven told a gathering
of about 400 North Dakota Soldiers before leaving Kosovo. "It was quite a sight to see how people in Kosovo react to you and the respect they have for the U.S. flag on your uniforms. I only wish the people of North Dakota could be here to see it too."
It was Sprynczynatyk's second visit to Kosovo in four months. He was last in Kosovo when North Dakota's 141st MEB took over responsibility of Multi-National Task Force-East, now MNBG-E, from the 40th Infantry Division of the California National Guard.
Sprynczynatyk assumed duties as the adjutant general of the North Dakota National Guard on Aug. 26, 2006. He commands 4,500 North Dakota Air and Army National Guard men and women, with approximately 1,100 full-time federal and state employees.
"I know that Gov. Hoeven and Maj. Gen. Sprynczynatyk would not have wanted to miss this kind of opportunity," said MNBG-E commander Dohrmann, "but I also must say that it truly means a lot to the Soldiers on the ground here in Kosovo whenever the leaders of their individual states and territories come here to show their support and appreciation the exceptional effort they
put out every day so far from home."
--
Multi-National Battle Group - East is a U.S- led task force commanded by Brig. Gen. Al Dohrmann. This Battle Group is comprised of nearly 2,200 Soldiers, including Task Force Hellas and Task Force POL/UKR (Polish/Ukraine). The charter mission of MNBG-E is maintaining a Safe and Secure Environment and providing Freedom of Movement for the people in
Kosovo.

VETERANS UPDATES:
Agents: Vets May Not Realize They Qualify For Agent Orange-Related Benefits. In continuing coverage, the Milford (MA) Daily News (2/8, Studley, 8K) reports, "Area veterans agents say Vietnam vets suffering from Parkinson's disease, some types of leukemia and heart disease may not realize they now qualify for service-related benefits" related to Agent Orange exposure. Following "an independent study last year by the Institute of Medicine, Veterans Affairs Secretary Eric K. Shinseki announced recently vets with Parkinson's disease, B cell leukemias and ischemic heart disease, among other illnesses, may now qualify for disability compensation and health care benefits for their service in Vietnam." The "newly recognized illnesses join a list of diseases that includes lung cancer, prostate cancer and Hodgkin's disease, among others."
In a related op-ed, Troy (NY) Record (2/8) Kathleen M. Jimino, a Rensselaer County executive, wrote, "Recently, the United States Department of Veterans Affairs...revised a number of their policies that could have significant impact on the lives of Vietnam veterans and their family members. These changes," including the expanding of the "list of diseases associated with exposure to Agent Orange," are "clear examples of why veterans should from time to time check in with their local veterans service agency to make sure that as their health changes or when changes" in VA "policies occur the benefits the veteran is entitled to are applied for and received."
Congress Moves To Prod VA On Improving Service To Female Vets. The Los Angeles Times (2/8, Perry, 776K) reports, "Moves are underway in both houses of Congress to prod" the Department of Veterans Affairs, a "massive organization that has historically been dedicated to the treatment of men, to improve service to female veterans. VA officials say they have gotten the message." For example, Patricia Hayes, "chief consultant for the Women's Veterans Health Strategic Healthcare Group at the VA, said four-day seminars are being held nationwide with the goal of training 1,200 employees to become specialists in women's health issues."
Lawmaker, Businessman Discuss Rural Vets' Needs. The Silver City (NM) Sun-News (2/8, 8K) reports US Rep. Harry Teague (D-NM) "and local health care administrator Charlie Alfero recently participated" in a US House Veterans Affairs Committee "roundtable discussion about the needs of New Mexico's rural veterans." Teague "invited Alfero, CEO of Hidalgo Medical Services, to participate in the 'Meeting the Unique Health Care Needs of Rural Veterans' roundtable. Hidalgo Medical Services provides primary medical, dental, mental health, family support and economic development services in Hidalgo and Grant counties."
VA Hospital Co-Conducting Spinal Cord Injury Study. The Deseret (UT) Morning News (2/8, Moore) says researchers at Intermountain Medical Center (IMC) are "hoping to eventually help improve the quality of life for people who have suffered a spinal cord injury with a unique study of newly injured patients." The study at IMC is "being conducted in conjunction with researchers" at the Veterans Affairs hospital "in the Bronx, N.Y. Both hospitals hope to enroll spinal cord patients who would participate in regular examination of their blood, muscles, heart, lung function and other body processes to give researchers a better understanding of what happens outside...changes in the central nervous system."
VFW Focused On Improving VA Claims System. The lead item in the "Veterans' Journal" column for the Providence (RI) Journal (2/8, Reilly) noted, "Following a federal investigation" of the US Department of Veterans Affairs "in March 2009, the VA's inspector general released a report stating that one-fourth of VA claim files, or roughly 200,000 files, contain errors," and that the wait time on claims decisions and appeals of those decisions can take quite some times. But, according to the Journal, the Veterans of Foreign Wars (VFW) "recently announced that improving the VA claims system would become a top congressional legislative priority for them in 2010. 'We envision a day when a veteran gets their claim done correctly the first time within a reasonable time frame,' said Eric Hilleman, director of the VFW's legislative service," who added, "We are working with the VA and Congress to find constructive ways to address the shortcomings of the system."
Planning Underway For 2011 National Veterans Wheelchair Games. The Pittsburgh Post-Gazette (2/7, Fuoco, 223K) reported, "Planning has already begun for the National Veterans Wheelchair Games that will be held in Pittsburgh in August 2011. Billed as the largest annual wheelchair sports event in the world, it is expected to draw more than 500 athletes and thousands of others to the Steel City." The event is "co-sponsored by the Department of Veterans Affairs and Paralyzed Veterans of America with financial assistance from corporate, civic and veterans' service organizations."

WHAT IS ISFAC?
The Interservice Family Assistance Committee (ISFAC) is a voluntary military cooperative partnership organized to provide multi-service networking for training and assistance to ensure Total Force Family Readiness.
Our purpose is to provide assistance to families regardless of service component.
The goal of the ISFAC is to strengthen existing family assistance delivery systems in the event of mobilization, deployment, or natural disaster through the interaction of committee members.
Many issues surrounding quality of life and family well-being can only be addressed by states. Across the nation current focuses are being developed in regards to spouse employment, including unemployment compensation for transferring military spouses, in-state tuition allowances, financial readiness, education, and the pressing needs of severely injured service members and their families. Many state leaders share our concern for the welfare of our Active Duty, Guard, and Reserve service members and their families living within their borders, and we look forward to making significant progress in the future.
North Dakota ISFAC is currently focusing on six key topics; family support, educational benefits, license and registration benefits, tax and financial breaks, state employee
benefits and other special protections.
