Hello ISFAC members-
Welcome back to the USA to the NDARNG Detachment 42 (Det. 42), Operational Support Airlift (OSA) - they will all be home with their families soon.
We now have all service branches represented on our ISFAC team with the newest additions of Public Affairs Officers for the United States Coast Guard on board with us. They are based in St. Louis, MO thus will not be attending the meetings, but they will stay in communication with us regarding any updates pertinent to North Dakota. Please welcome Lt Rob McCaskey (who is currently in Haiti) and CWO Ancil Brown to the ISFAC team.
Welcome home to 2Lt Kidron Vestal from her deployment. Kidron is the Public Affairs Officer at the Minot Air Force Base and it will be great seeing her smiley face at future ISFAC meetings. She noted that the MAFB recently completed a 48-hour exercise that simulated a conventional warfare environment. Over one thousand Airmen participated in an indoor training activity that required the donning of chemical protective gear.
The Support the Red, White and Blue: Give Love, Give Blood- blood drive in Bismarck honoring our heroes wounded in action and killed in action was a first annual success with 31 pints of blood being given on February 12, 2010. Each pint helps three people in need. Across the nation, Soldiers' Angels hosted 23 blood drives that weekend with a total of 1034 pints of blood being donated. Thank you for giving love by giving blood. Please save the date and lock in Valentine's Day, February 14, 2011 to participate next year.
The deadline for submission of nominations for 2010 National Guard Volunteer Awards is March 15---one month from today! Any nominations arriving after that date will not be considered. Please send all nominations to paula.sumrall@us.army.mil or fax 703-607-0762.

Condolences to the family of North Dakota National Guard Sgt. Terry L. Rishling who died of natural causes while deployed to Kosovo and to the family of Sgt Adam J. Ray who was killed in action on February 9, 2010 in Afghanistan. Ray was stationed in Ft. Lewis, WA and has parents that reside in North Dakota.

The six members of the ND Military and Family Outreach team have been really busy connecting veterans and families to benefits. Attached to this email is the map and contact information for the outreach specialists. They are doing a fantastic job and are a great asset to the state.

I encourage every member of ISFAC to become more engaged in sharing events and activities. In the library from 6:30 - 8:00 p.m. Family Counselor Renae Broden will provide strategies for parents and caregivers to help children work through anxious moments or situations. She will demonstrate calming exercises for children, teach parents to help children identify things that may be troubling them, and share how to help children deal with new situations, bedtime fears, and other common anxiety-causing situations. Both morning and afternoon sessions involve four professionals in occupational, music, and equestrian therapies and drama coaching. This half-day camp is at "Riding on Angel's Wings" in Felton, MN. There will be a keynote speaker and breakouts throughout the day covering different topics. You will be in the company of other volunteers that are going through what you are, or have in the past. Wendy Day has been a speaker, trainer and teacher for over 15-years. She has been the featured speaker at Support the Troops events, 9/11 remembrances, and other community rallies. She has been featured in numerous local television, radio and print media interviews. She currently serves as a Trustee on the Board for Howell Public Schools. She has presented at both the Michigan and National conferences for the National Guard Family Program. During her time as the Family Readiness Group President, she helped families through the death of a soldier and through several injuries within the Unit, including her own husband.

FORT BENNING, GA. — Soldiers of the based Detachment 42 (Det. 42), Operational Support Airlift (OSA) returned to U.S. soil today. Five Soldiers arrived in Atlanta late this afternoon, en route to Fort Benning, Ga., for demobilization processing. The remaining two Soldiers are scheduled to arrive in the U.S. within 24 hours and will join the group that arrived today.
Maj. Gen. David Sprynczynatyk, North Dakota National Guard adjutant general, and other senior leadership traveled to Georgia today to welcome the Soldiers back to the states.
The Soldiers are expected to return home to North Dakota next week after they complete their demobilization process.
"These Soldiers have been performing an invaluable mission with marked professionalism and skill," Maj. Gen. David Sprynczynatyk, North Dakota National Guard adjutant general, said. "Their dedication to duty and noted North Dakota work ethic is something of which we can all be proud. I'm also grateful to the families and employers of these Soldiers. Their sacrifices have not gone unnoticed during the past year, and it's a true pleasure to be here and to share this news with them today."
This small but highly specialized aviation unit operates one C-12 Huron aircraft while stateside but operated two C-12 aircraft during this deployment. Their mission is to provide short-notice fixed-wing transportation for personnel and cargo within their area of operations. Detachment 42 is one of 42 C-12 detachments nationwide assigned to various state National Guard units.
Det. 42 was mobilized in March 2009 and served in the Djibouti Combined Joint Task Force – Horn of Africa. The detachment consists of eight Soldiers, and is commanded by Chief Warrant Officer Four Travis Bridwell. Sgt. 1st Class John Zacher is the unit's senior enlisted Soldier.
The North Dakota National Guard Public Affairs Office will keep the public informed of the Soldiers' return schedule. A formal welcome home, called the Freedom Salute, will take place about three months after the unit's return to the state.
Winter Conference Renews Commitment to 'Four Pillars,' Awards Achievement
MANDAN, N.D. — A three-day North Dakota American Legion Winter Conference brought together about 300 Legionnaires, Auxiliary members and Sons of the American Legion to talk about where they've been and where they're going. It also presented an opportunity to honor achievement within the 'Four Pillars' on which the American Legion was founded: Americanism, Veterans Affairs and Rehabilitation, National Security and Children and Youth.
"I think everyone left the conference renewed and reinvigorated to reach out within their communities to veterans, military families, youths and neighbors as we work to keep our focus on the four pillars," said Department Commander Jerry Samuelson, of Watford City, N.D. "We continue to enhance and refine how we promote Americanism, reach out to Veterans through our Veterans Affairs and Rehabilitation committee, hold up national security, and help develop the young people in our state."
The youth aspect came into focus during the American Legion High School Oratorical Contest on Saturday. The first and second place winners from both eastern and western North Dakota presented prepared 8- to 10-minute orations on the Constitution. They also spoke for three to five minutes on an article within the Constitution — a topic that was drawn from four possibilities the day of the event.
Sibinee Jokela, of Watford City, placed first. She won $3,900 in cash and scholarships and will advance to the national competition in Indianapolis. Jonathan Reich, of Medina, placed second; Jerica Massey, of Bowman, placed third; and Benjamin Backstrom, of Maddock, placed fourth. All four were awarded cash scholarships.
During Saturday's Press Association Luncheon, Results Unlimited, a Minot-based marketing and advertising firm, also was recognized. Colleen Anderson, Results Unlimited owner and manager, accepted the Press Association Award on behalf of the firm. She was joined by Rod Wilson, owner and manager, and Brianne Hoffman, Fargo office manager and account manager. Together, the Results team dedicated countless hours of donated time and materials to help make the Courage Carries On campaign a success. The campaign focuses on veterans who may be suffering from Post-Traumatic Stress Disorder and/or suicidal thoughts, saying, "You had the courage to serve your country, now have the courage to help yourself." The campaign includes TV advertising, billboards, posters and brochures that feature real North Dakota veterans who had the courage to ask for help.
Other highlights of the conference included speakers such as American Legion National Vice Commander Eugene "Gene" Schumacher, North Dakota Congressman Earl Pomeroy and North Dakota National Guard representatives, as well as performances by the American Legion State Band.
N.D. Guard Volunteer Selected to Attend National Conference
BISMARCK, N.D. - A North Dakota National Guard volunteer was among 96 delegates, and one of only seven National Guard representatives, selected to attend the Army Family Action Plan (AFAP) World Wide Conference.
AFAP is the Army's grassroots process to identify and elevate the most significant quality of life issues impacting Active and Reserve Component Soldiers, retirees, DA Civilians and Families to senior leaders for action. Kathy Benson, of Wolford, N.D., spent five days last month at the conference in Alexandria, Va., working on issues relevant to the Army Community:
Soldiers, Families, retirees, Department of the Army civilians and employers.
"We value Kathy's hard work and devotion to our Soldiers, Airmen and their Families," said Maj. Gen. David Sprynczynatyk, adjutant general for the North Dakota National Guard. "Our organization is strengthened because of the dedication and efforts of volunteers like her."
This was Benson's fifth year of participating in the AFAP conference, and according to her, the experience is invaluable. At this year's conference, Benson and other delegates reviewed 82 issues of interest to the Army Community.
"Kathy has attended this conference in the past and is a great representative to serve on these decision-making work groups," said Rob Keller, Family Program Office director for the North Dakota National Guard. "She represents North Dakota as well as the entire National Guard on issues relevant and important to the families of National Guard members."
"I try to look at each issue and evaluate how it can benefit the Guard whether during mobilization if it is an Active Duty issue or non-deployed/steady state while the Soldier and Family is living in their community and real life."
Each of eight subject-specific workgroups sent two issues forward. Benson's workgroup managed to process three focus areas into the two issues elevated. For Benson, whose group focused on Soldier Support Ares, the issues chosen to advance included "Reserve Component Inactive Duty for Training Travel and Transportation Allowances" and the second was "Reduced Eligibility Age for Retirement of Reserve Component Soldiers Mobilized in support of Overseas
Contingency Operations." Both issues are Guard related and will also impact all Reserve components, to include Air, Navy and Marines.
"With our state getting 'smaller' in numbers, but the geography remaining sizable, more Reservists are having to travel further to attend drills, as armories close or due to organization restructuring," she said. The next step for all sixteen issues that advanced will be review at the
General Officers Steering Committee (GOSC) meeting this summer. While Army focused, many of these issues impacted all branches of service. On the last day, following each group's report out of their prioritized issues to the generals, the entire group of delegates voted on the top five. All sixteen go forward, and the vote is so that the GOSC knows what the group felt were the
most important emphasis areas.
Those five were:
* Provide a monthly stipend to ill/injured Soldiers for non-medical
caregivers
* Fund service dogs for wounded warriors
* Provide for behavioral health services shortages by increasing the
number of readily available behavioral health providers and services and the
use of alternative methods of delivery such as tele-medicine
* Authorize Family Readiness Groups to fundraise in public places
external to National Guard Armories, Reserve Centers, and military
installations
* Authorize Reserve component Soldiers enrollment in the Exceptional
Family Members Program
"It was a very challenging week, but the results are enormous - a truly rewarding sense of accomplishment and to be able to part of it was truly an honor," Benson said.
Benson's husband, Master Sgt. Dean Benson, serves in the North Dakota Army National Guard. She became involved with volunteering for the Guard Family Programs in 1986. Benson has been the co-chairperson for the Cando-based and Engineer Brigade Family Readiness Groups, leader of the Joint Force Headquarters Family Readiness Group, served on the Family Executive Committee and currently is a volunteer at large. She also remains active in military organizations, belonging to the York post of the American Legion Auxiliary and the VFW Auxiliary in Devils Lake.

Since the 2001 terrorist attacks on America, the North Dakota National Guard has mobilized more than 3,500 Soldiers and nearly 1,800 Airmen in support of the Global War on Terrorism. Currently, about 850 North Dakota Guardsmen are serving overseas. With a total force of about 4,400 Soldiers and Airmen, sufficient forces remain in the state for emergency response and homeland defense.
BISMARCK, N.D. (AP) — North Dakota's statewide 211 telephone number for social service referrals might be going out of business in most of the state next month.
An organization called FirstLink runs the service, but officials say they can't afford to administer it statewide. They want to provide it only in Cass County.
The North Dakota Public Service Commission on Monday granted FirstLink's request to discontinue the service outside of Cass County. The change takes effect March 15.
Commission President Kevin Cramer says the commission will be meeting with veterans groups and social service agencies to try to come up with money to keep statewide service. The estimated cost of providing 211 service statewide is about $200,000 a year.
N.D. National Guard hosts Clergy Day 2010
Bismarck, N.D. - On Thursday, February 18, 2010 from 9:30 a.m. to noon the chaplain offices of the North Dakota National Guard will host Clergy Day 2010 at the Lord ofLife Lutheran Church, located at 1143 North 26th St., Bismarck.
The purpose of the event is to give area clergy and church staff members an opportunity to meet with local military chaplains and learn about resources that are available to help them meet the needs of military families in their congregations.
"For some of our military members, their church is their bedrock and faith plays an instrumental role in their lives. It is essential that area clergy understand some of the unique challenges and stresses placed on today's military members and their families," said Chaplain Maj. David
Johnson, staff chaplain, North Dakota National Guard.
"Many of these military members and their families are members of church
congregations all over the state," Johnson added.
Topics presented at the event will include: special needs of military
families and how local churches can connect with and serve these families,
deployment and reintegration issues faced by military members, referral
resources available to military families and opportunities for clergy in the
military ministry.
The event is free and open to all clergy and church staff members. There
is no need to register and a continental breakfast will be provided.

KFOR Soldiers pay tribute to memory of fallen comrade
CAMP BONDSTEEL, Kosovo - North Dakota National Guard Sgt. Terry L. Rishling
was remembered Monday by those who he served with as a role model and a
father figure in a platoon of relatively young Soldiers.
Fellow KFOR Soldiers in Multi-National Battle Group-East, including Lt. Col.
Lee Nordin, Grand Forks, N.D., battalion commander of the 231st Maneuver
Task Force (MTF), lined up during a ceremony here to memorialize their
fallen friend who died suddenly of natural causes Feb. 11 while deployed on
a NATO peacekeeping mission.
The ceremony opened with Nordin, who called Rishling, a committed father, a
dedicated husband to his wife, Nancy, a friend to everyone he met and a
warrior willing to make the ultimate sacrifice for a grateful nation.
"When you met Terry, you never forgot who he was," Nordin said.
The ceremony also was attended by Brig. Gen. Al Dohrmann, Bismarck, N.D.,
MNBG-E commander; and Command Sgt. Maj. Jack W. Cripe, Dickinson, N.D.,
senior enlisted Soldier in MNBG-E.
But it was the words of those Soldiers who looked up to Rishling as a quiet
leader that carried special meaning during the ceremony.
"He touched so many of our lives," said Sgt. Samuel Hemphill, Bismarck,
Rishling's squad leader. "He brought a mature outlook to a fairly young
platoon. After meeting Terry and getting to know him, you knew you had
changed; you were better for knowing him; I was better for knowing him.
"His work ethic was outstanding. He would supervise and pitch in at the
same time, often doing twice the work of his troops and taking half of the
breaks. He was a fine example of an NCO and I'm sure I learned more from
him than he had learned from me."
Sgt. Ashley Timian, Fargo, N.D., said that Rishling left an indelible mark
on the lives of each of his platoon mates.
"He was a guy who could make anyone laugh, and when he laughed, he made
everyone around him laugh," Timian said. "No matter how awful a day you
could be having, he could always make you feel better.
Timian said Rishling was a great mentor for the young Soldiers with whom he
served.
"He saw things in life so differently than we see them," she said. "I
learned so much from Terry and will carry them with me always. Our squad
will never be the same, but we will be better in life and what we do because
of Sgt. Rishling."
Sgt. 1st Class Gabriel Gietzen, Glen Ullin, N.D., Rishling's platoon
sergeant, said Rishling was an outstanding team leader and Soldier, and his
service was marked with excellence.
Final tributes also were given by 1st Lt. Anthony Bryant, Leonard, N.D.,
Alpha Company, 231st MTF commander; and Chaplain (1st Lt.) Brock Sailer,
Cando, N.D., 231st MTF battalion chaplain.
The ceremony concluded with a "final role call" sounded by Sgt. 1st Class
Kendall Struxness, Jamestown, N.D., followed by the firing of volleys and
the solemn playing of Taps.
A memorial was set up in the auditorium, giving Soldiers the opportunity to
honor Rishling with a final salute as they filed out.
"He is definitely irreplaceable and will be forever missed and never
forgotten," Timian said.
Rishling, 38, was a team leader for Third Squad, Third Platoon of the 231st
MTF, based in Valley City, N.D.
He enlisted with Charlie Company, 141st Engineer Combat Battalion, Bismarck,
N.D., of the North Dakota Army National Guard, on July 13, 2001. On Sept.
1, 2005, he joined Headquarters and Headquarters Company (HHC), 141st
Engineer Combat Battalion in Valley City, and then transferred to Alpha
Company, 231st Brigade Support Battalion (BSB) on Sept. 26, 2006.
Rishling is survived by his wife, Nancy A. (Gailfus) Rishling; daughters,
Sophie E. Rishling, 8, and Courtney M. Rishling, 20, Fargo; his parents,
John and Gloria Rishling, Belcourt, N.D; and siblings Colette Nadeau, John
Jr. and Mindy Rishling, Kathy and Lee Delong, Dixie Rishling, Tracy and JD
Nables, and Roni and Stacy Rishling.

DOD Identifies Army Casualty
The Department of Defense announced today the death of a soldier who was
supporting Operation Enduring Freedom.
Sgt. Adam J. Ray, 23, of Louisville, Ky., died Feb. 9 in southern
Afghanistan, of wounds suffered when insurgents attacked his unit with an
improvised explosive device. He was assigned to the 4th Battalion, 23rd
Infantry Regiment, 5th Stryker Brigade Combat Team, 2nd Infantry Division,
Joint Base Lewis-McChord, Wash.

Compassionate Allowance Conditions
Expansion Will Speed Benefits to Thousands of Americans with Disabilities
"The addition of these new conditions expands the scope of Compassionate Allowances to a broader subgroup of conditions like early-onset Alzheimer's disease," Commissioner Astrue said. "The expansion we are announcing today means tens of thousands of Americans with devastating disabilities will now get approved for benefits in a matter of days rather than months and years."
Compassionate Allowances are a way of quickly identifying diseases and other medical conditions that clearly qualify for Social Security and Supplemental Security Income disability benefits. It allows the agency to electronically target and make speedy decisions for the most obviously disabled individuals. In developing the expanded list of conditions, Social Security held public hearings and worked closely with the National Institutes of Health, the Alzheimer's Association, the National Organization for Rare Disorders, and other groups.
"The diagnosis of Alzheimer's indicates significant cognitive impairment that interferes with daily living activities, including the ability to work," said Harry Johns, President and CEO of the Alzheimer's Association. "Now, individuals who are dealing with the enormous challenges of Alzheimer's won't also have to endure the financial and emotional toll of a long disability decision process."
"This truly innovative program will provide invaluable assistance and support to patients and families coping with severely disabling rare diseases," said Peter L. Saltonstall, President and CEO of the National Organization for Rare Disorders (NORD). "On behalf of those patients and families, I want to thank Commissioner Astrue and his enthusiastic team for creating and now expanding a program that will have a direct impact on the quality of life of thousands of individuals."
"The initiative not only assists those whose applications are quickly processed, but also assists those whose applications need more time and attention from SSA adjudicators," said Marty Ford, Co-Chair, Social Security Task Force, Consortium for Citizens with Disabilities. "We are pleased to see today's expansion and look forward to working with Commissioner Astrue on further expansion of this decision-making tool and other ways to expedite determinations and decisions for disability claims."

"There can be no higher priority than getting disability benefits quickly to those Americans with these severe and life-threatening conditions."
Social Security will begin electronically identifying these 38 new conditions March 1.

Black Hills VA Healthcare Hosts Women's Retreat On PTSD. The Rapid City (SD) Journal (2/13) reports, "The Post Traumatic Stress Disorder clinical team at the Department of Veterans Affairs Black Hills Health Care System will host its semiannual Women's Retreat from April 23-25 at the Fort Meade VA Medical Center. The program is intended for women veterans and "collaterals" –- including wives, domestic partners, mothers and adult daughters -- of male veterans traumatized by experiences during their military service."
Woman Lobbying For Gold Star Mothers Monument. CQ Weekly (2/15, Zeller) reports, "Judith Young, who lost her son, Marine Sgt. Jeffrey D. Young, in the 1983 bombing of the Marine barracks in Lebanon, is trying to persuade Congress to commemorate gold star mothers by authorizing a monument to them in Washington." Congress "periodically passes bills to memorialize people, groups and events, but few make it into stone and bronze." Young, however, "says she's visited every Senate office and 250 House offices to lobby for the bill."
American Legion National Commander Calls For Quicker VA Benefit Decisions. The Springfield (IL) State Journal Register (2/12, Reynolds, 52K) reports, "The national commander of the American Legion said Friday that more should be done to speed up the processing of benefit claims filed with the Veterans Administration." In Springfield for the 76th annual National American Legion Pilgrimage to the Tomb of Abraham Lincoln, retired Navy captain Clarence Hill identified the VA's claims backlog, which he said hasn't improved in years, as a priority for the American Legion, and also "said one way to cut down on the backlog at the VA would be to digitize claims forms." He also said that another problem "is the way VA employees are given credit for moving along cases. Employees are given credit when a case leaves their desks, even if all they have done is find a technical problem with the application that needs clarification, Hill said. 'They should only get credit when there is a final result," Hill said. He predicted that the average 159 days that the VA says it takes to process a complete claim is "likely to go up to 190 days as more (Iraq and Afghanistan veterans) enter the system."

The Interservice Family Assistance Committee (ISFAC) is a voluntary military cooperative partnership organized to provide multi-service networking for training and assistance to ensure Total Force Family Readiness.
Our purpose is to provide assistance to families regardless of service component.
The goal of the ISFAC is to strengthen existing family assistance delivery systems in the event of mobilization, deployment, or natural disaster through the interaction of committee members.
Many issues surrounding quality of life and family well-being can only be addressed by states. Across the nation current focuses are being developed in regards to spouse employment, including unemployment compensation for transferring military spouses, in-state tuition allowances, financial readiness, education, and the pressing needs of severely injured service members and their families. Many state leaders share our concern for the welfare of our Active Duty, Guard, and Reserve service members and their families living within their borders, and we look forward to making significant progress in the future.
